Aligns incentives perfectly, no/low up front cost to the gov, and the people who use the service pay a (very low) fee to get value.
Traditional contract would pay big dollars up front for a website that doesn't work at all.
So apparently the $2 processing fee on recreation dot gov to book entry to a national park goes directly to Booz Allen Hamilton. They’ve made nearly $200 million in just four years.
