Obviously, everybody approaches the banking reform question under the banner of "returning depositors' funds". Very few come out and say that banks are supposed to absorb losses up to 100% of their equity before any other party should take any losses. /end

With all the names being leaked so far, one can tell on which side of the banking reform argument at least 13 out of 24 ministers (simple majority to pass a cabinet decision) would be. Note that those upset at Salam can be easily classified on which side they are

What are the most consequential decisions that this cabinet is expected to make? Banking reform probably tops the list. Depositors lost their money and one group wants the government to bear most costs while the other wants banks & large depositors to do so. 3/x

Much has been made about the "impeding third" that literally paralyses the cabinet from functioning when it is intentionally absent from cabinet meetings, but recall that most cabinet decisions are taken by simple majority. 2/x

The old adage "follow the money" applies to almost any situation, including the current issue with the Lebanese cabinet formation. I don't think it has to do with sectarian issues with the duo, or the size of representation of certain parties. It is likely simpler than that 1/x
