It is important for those who want high-quality universal health coverage in Delhi to ensure these clinics don't go the way of architects who couldn't care less about people, engineers who care too much about money and bureaucrats/medicos/politicos who care only about themselves.

Officers/bureaucrats/politicos use arbitrary building bye-law clarifications, MCD committee orders, court stays/orders without maps, vigilance guidelines, police objections, PWD DSR and unscrupulous friendships with architectural firms and contractors to revert to the normal.

If land permissions were received from MCD, DDA and Delhi Police (including Court stays/orders), and people don't muddle with plans in absence of @SatyendarJain, we can build 500 Oberoi-Hotel level Mohalla clinics at Rs. 30-40 lakhs each within 3 months and install within a week.

1. Swiss challenge/competitionize architectural brief. 2. Take granular set of inputs/incomes from stakeholders with desired outputs/outcomes including a codebook/guide. 3. Implement with architect specs and department requirements with sign off from both needed for completion.

We want each citizen to be happy and receive the best experience from their healthcare interactions. There is no reason why basics can't be provided with dignity and beauty if the roles and contracts are decided and implemented with intellectual, moral and financial integrity.

.@ArchDiscipline solved all of these problems. Upcycled containers clinics could be assembled and finished offsite, brought on site or delivery/assembly after land permissions finished and looked dreamy! PRS Oberoi's vision for luxury hospitality is our vision of healthcare.

The 1st gen of Mohalla clinics were a 20-fold improvement on building costs/timelines from traditional concrete clinics. However, they were not being sustainably produced (emissions), ran into land permission problems (MCD/DDA/Police) and weren't as aesthetically pleasing.

Seeing potential for public service, he kindly contributed his studio's brain and time to design this Mohalla clinic and deliver two, all within a 50-60 lakh CSR grant from Tata Power. It took his office/department months to scrutinize, navigate and approve it. We pursued. Why?

We wanted to flip this story upside down within Delhi PWD. We approached (I begged!) Akshat Bhatt, the Principle Architect at Architecture Discipline to work with us. He was behind India's best ever pavilion at Make In India in Hannover and is the architect for the Oberois.

After a few decades of bureaucrat-contractor-mafia-bad politician nexus, very few top practitioners or architects work with the state because of its decided focus on malignant profiteering instead of benevolent public service. Only a few like Bimal Patel manage to work with it.

In the early days of our democracy, pre-independence architects like Lutyens, Baker, Kahn and Corbusier designed national heritage cities/sites/projects and paved the way for great generation of architects like Doshi, Rewal, Correa, Singh, Sri Prakash and Vishwanath.

The idea of piloting these clinics with @ArchDiscipline was three-fold: 1. How could high-quality architects using best tools/techniques work with government? 2. How can we build sustainably/cheaply in the city? 3. How could public infrastructure deployment be done faster?

Heard from officers in PWD/Health Dept. of Delhi Government that high-quality high-speed aesthetic recycled container implementation of Mohalla Clinic piloted by @SatyendarJain and @ArchDiscipline is being scuttled inside Dept for prior/less sustainable (money/materials) designs.
