Consequently, concepts such as ‘public’—which in English emphasises the societal or communal sphere rather than government or official institutions—are often interpreted through authority or officialdom, making distinctions between public and official less immediately intuitive.

This stems partly from the historical context: until the mid-20th century, basic human rights were not only limited but systematically denied under state authority, and even after the war, the Cold War climate further entrenched distrust of socialism and other rights-based ideas.
