I know we overreact to penalty calls. But the roughing the passer called on Grady Jarrett against Tom Brady was one that legitimately makes you wonder about the legitimacy of the sport. It was a routine tackle.
I don't want this misconstrued, so take the end result of the game out of it. Whether the local team won or lost by 50, it's 100% unacceptable for a professional official to determine that this player stepped out of bounds. A completely imaginary call in a billion-dollar league.

What stands out to me: It was a totally unremarkable play. Standard football play.
In the NFL's eyes, a cheap shot on the QB is the equivalent of jawing in the face of the person who delivered the cheap shot on the QB. These are the rules.
TECHNICALLY, reaching the ball over the goal line would satisfy requirement 3.
TEHCNICALLY, nobody knows what the rules are, including those making them and enforcing them. So we'll see.
