Now imagine the restaurant was forced to serve only one dish. That dish? A dry steak. No other menu options allowed. Would you trust a Yelp review of that meal to capture the full talent, care, and effort happening in the kitchen? #txlege #txed

But we don’t evaluate practice — just performance on one test. It’s like judging a Michelin-star restaurant solely by customer reviews. Even with the best ingredients, chef, and service… a person might still walk away unhappy. #txlege #txed

Want proof? •Pre-K programs largely serve low-income and bilingual students. •ALL elementary schools (Title I or not) must complete rigorous literacy training. These inputs matter. They reflect high-quality practices. #txlege #txed

These indicators include: •Enrollment in full-day pre-K •Completion of CTE programs •Placement in advanced coursework •Access to highly trained teachers These actually correlate with better life outcomes — especially for underserved students. #txlege #txed

HB 4 offers a way forward. It allows schools to: •Use formative assessments to measure real-time student growth •Incorporate indicators that reflect true opportunity and support — beyond test scores #txlege #txed

Instead, we rely almost entirely on one tool: the STAAR test. A test whose outcomes are disturbingly correlated with student poverty is used as the principal measure of school quality. That’s a problem. #txlege #txed

Shouldn’t our accountability system do the same? A fair, meaningful system would measure the full range of what schools actually do — especially for students from diverse backgrounds and communities. #txlege #txed

There are 20+ additional allotments layered on top: •Compensatory education •Special education •Bilingual •Early education •Gifted & talented •Dyslexia … and many more. Why? Because our system is complex. So our funding model reflects that. #txlege #txed
