I'd argue that the State should provide the infrastructure for the first two levels of Maslow's heirachy of needs.
And here it is… Sunak’s version of the narrative. The ‘dependency myth’. It’s bullshit. People pay taxes so that the state provides services. It is a contact between the people and their government. It is the job of the State to deliver this contract. Everything else is politics
