EXACTLY. NTC is under the Office of the President. He could reverse any decision they make. NTC wouldn't have decided against ABS-CBN franchise renewal if they weren't coerced into doing so. Recently, Harry Roque said Malañang is deliberating on whether to abolish NTC or not.🙄
