Because all they will need to do is a have a non-shell UK company to funnel money through. If you are a billionaire or a government, you can easily afford a company that would allow you to funnel multiple millions in UK politics. .

I fear @PippaCrerar and @rowenamason's piece is too generous to the plans. Although many of these changes will be welcome, it will be a matter of closing the back door to foreign governments and billionaires while leaving the front door wide open.
