A new little development utility that is two things in one:. 1. a faster magento cache:clean drop-in replacement.2. a file watcher that selectively cleans cache tags based on the type of the changed file.

Thanks to @SimonSprankel for the idea!. (I really wish the filename could have been csp_includelist.xml though!). It's a new feature, and Magento could have avoided this mistake!.Now the module released, it will be a bc breaking change to fix it.
