If I'm reading correctly, seems I *can* use <custom-tags></. > without ever doing an associated customElements.define(), right? E.g. if I just wanted a semantic document with CSS styling but no custom behaviors (or if JS is disabled). Or am I wrong?.

There’s some simple low hanging fruit that could make Safari on iOS perfectly functional as an app platform (that already exists but is intentionally disabled). Alt browser engines with the same OS hooks is the pressure point.
