DRC has an obligation to implement the ruling, but so does WCS. If DRC does not return the lands to the Batwa, and the eco guards WCS manages continue to violently exclude them from the park, WCS will be complicit in and responsible for the ONGOING violation of 11 Charter rights.

WOW. Would like to see @TheWCS (who currently manages the park) keep trying to justify the ongoing exclusion of the Batwa from their lands by reference to outdated domestic law provisions & failed conservation policy.
