Just to update anyone seeing this post, the reply given by Hilton is dissatisfactory.

Disappointing experience at @HiltonHotels @Hilton in San Fran. Denied the request to check-in early saying there is no room, yet I have seen more than 5 people check out in front of me. Now I dont feel like paying any extra amount for early check in. VERY POOR EXPERIENCE!!!!!
