Important: We're NOT standardizing "the best" fee model. Flat fees, bps, tiered, hybrid are all valid. This proposal standardizes disclosure so clients and agents can make informed routing decisions

Why now? Facilitator fees are turning on: • @CoinbaseDev CDP Facilitator: $0.001/tx after free tier • @thirdweb: 0.3% per transaction Agents can't budget what they can't predict. Without a standard disclosure, clients can't compare costs and each facilitator invents their own

Facilitators are x402's gateway layer - they settle payments, enforce limits and verify. x402 v2 is moving toward multi-facilitator routing. That only works if agents can see and compare fees across facilitators
