सैद्धांतिक रूप से तो देश में नागरिक संहिता समान ही होना चाहिए। मतभिन्नता न हो इसके लिए आवश्यक सावधानी इसके स्वरूप निर्धारण में बरती जाना चाहिए। सामाजिक समरसता के लिए व्यक्तिगत अधिकारों की सुरक्षा और समाजों में व्याप्त धर्म आधारित सत्ताएं नकारी जाना आवश्यक है।
