Her lows are fine steps are supposed to be her weakness not every1 needs a full grab game steps are her weakpoint which is good she's got plenty of 50/50s she has plus-frame traps against good defense, you will struggle independently of your character. zafina is fine stop whining

lets say you have 60% heat gathered somehow. if you activate heatburst to reset neutral or extend a combo you‘d only have 10% left. heatsmashes would require at least 75% as a threshold and use up all of your heat this system would carry over in other rounds

idea for fixing heat in tekken 8 heatengagers charge the bar until full, requiring some amount of hits to charge the bar fully depending on how much bar you have you can activate heat manually (HB requiring 50% of your bar) or through hitting a heat engager if your bar is full
