#COP29 QUORUM CHECK At this point, it’s worth reviewing the UNFCCC rules of procedure: Two-thirds of Parties must be present for decisions to be made (130/195 parties to the Paris Agreement, or 132/198 for UNFCCC). 1/3

It's likely #COP29 will overrun. But by just how much is harder to say. Since COP1 in 1995, there's been a trend for longer and longer COPs – peaking at a whopping 44 hours overrun in 2019. Last year's COP overran by a modest 23 hours, making it the shortest in 6 years.

Already there's talk of #COP29 running into the weekend as negotiations over a finance deal struggle to get off the ground. A trend analysis places our gavel at 3:25am on Sunday (just 33.5 hours late). But will the Baku presidency manage to tame negotiations sooner?
