Capacity at zero percent sounds like they have all of their beds open, not all beds full. Confusing.

Impossible. The city has been among the most stringently locked down in the country. Since lockdowns definitely work, this simply cannot be happening.
ICU bed capacity is at 0% in SoCal. These are dangerous moments in the pandemic.
Hospitals are activating surge plans. We all need to do our part to stop the spread & limit strain on our health care system.
Stay home as much you can and wear your mask if you have to go out.
