I don't know whether the President actually has the authority to order these changes, but if not, Congress should see them as a starting point for long-needed election security reforms. Here's the full order:.

Only some states require maintaining current federal voting equipment certification, and many will only consider the new standards when they go to purchase new equipment. Still, this order could be an important step forward and accelerate the adoption of more secure systems.

The order also prohibits ballot-marking devices that record votes using barcodes, except as necessary for accessibility.

EAC must re-certify all equipment under the VVSG 2.0 standard, which is much stronger than VVSG 1.0 under which most current equipment was certified. Among other big security improvements, it requires paper ballots!. The era of paperless DRE voting is over.

A new executive order just dropped that, if implemented, promises to significantly strengthen federal certification of voting machines.
