an underrated benefit of this evergreen approach to major infrastructure (the "light rail" can be "another mt vic tunnel" or whatever you like) is that it avoids the classic kiwi trap of putting $400m aside for a project and then mucking about until $400m is no longer enough.
if i was the minister of transport i would simply draw where the light rail would go on a map and tell NZTA to start work in six months or be abolished.

one might hope that at some point there would be some self-reflection from the architectural and heritage sectors about how they got it so wrong on the gordon wilson flats, but this isn't that.
Why is the disdain for the Gordon Wilson Flats overriding values people would normally cherish?

it's genuinely incredible that 90% of the 'right-wing' financial plan for wellington seems to be "maybe the government will let us back out of a hundred million dollar obligation for no reason".
