the catechism also says “yet every particular duty is not to be done at all times” so not everything that is your duty in general ought to be done at all times in the particulars hence toleration is permitted

all things God commands in the Ten Commandments are “always our duty,” even if we’re magistrates (WLC 99.5) removing all false worship is a thing God commands in the Ten Commandments (WLC 108) therefore, removing all false worship is always our duty, even if we’re magistrates
