There's a strong chance of a shutdown. Trump's "pocket rescission" did not help the mood on Capitol Hill. Rep. Rosa DeLauro called it "a slap in the face." She wants a funding deal that backs "the power of the purse of the Congress, and not that damn fool Russ Vought."

Cole will need buy-in from leaders to make it happen. But one of the upsides is that those three approps bills are small enough so that they don't need a universal top-line spending agreement beforehand, he says.

@liampatquinn CBO - Congress's office of budget analysts, led by a former Bush admin Treasury official - says new tariffs since January would cut the deficit by $4 trillion over the next decade, if in place for that long.
