Zoophilia is an attraction, not an action. You're thinking of bestiality. Bestiality is an action that can be controlled/prevented. Bestiality is illegal, though zoophilia is not illegal as it isn't inherently harmful and cannot be changed forcibly.

That's different because children don't have the capacity to understand sex, therefore they cannot consent. Animals fully understand sex and can communicate through body language, therefore animals can consent.
