I was experimenting with the Kotlin Notebook and IntelliJ Platform integration and created this plugin PoC.While holding the Ctrl key, you can use the mouse scroll/touchpad to resize the hovered Tool Window. Do you think it's worth turning into an actual plugin? Would you use it?
