At 80 years old, significant reform of the
@WorldBank
and
@IMFNews
is necessary - and a better outcome than irrelevance, which is a real possibility. Delighted to share my latest
@ForeignPolicy
oped.
Let's reiterate some facts here.
1⃣ 51 of the 55 African countries HAVE made vaccine orders.
2⃣ 4 of the 51 have received NIL.
3⃣ Of the 47 that have received vaccines, they amount to 3% of orders
4⃣ Just 43% of vaccines received are from
#COVAX
.
Africans are not the problem.
Dear
@BBGAfrica
- hope you can update your piece with more comprehensive information. Our research finds at least 21 (Yes 21!) African governments who've put in orders... This narrative has very little evidence to back it up...
Why it is so counfounding? 37 out of the 55 African countries closed borders and mandated some form of social distancing before they had detected 10
#COVID19
cases. 10 of these countries did so before detecting ANY cases. Maybe the British public could be informed of this too?
This was difficult to write, but I felt it was needed.
The
#BlackLivesMatter
moment offers an opportunity for the
#globaldev
community to change course. My new piece on
@GlobalDashboard
provides concrete ideas for how, beyond solidarity statements.

I've recently found myself regularly explaining how & why
#Chinese
lenders take a somewhat different approach to
#debt
relief than many others, and what this implies for
#African

It’s said that rain on your wedding day is good luck! Well, here is the evidence. Celebrating 16 years so far with you today
@marcusryder
, and still feeling that luck! May it long continue!
Speechless - in particular because there are so many effective, astute African leaders on global
#finance
and
#climatechange
in and outside of the UN that could take on this role to make a difference.
Honoured to be appointed United Nations Special Representative.
I’ll be working with the
@UN

to help African economic recovery from the pandemic and promote sustainable development.
In order to get a new loan from
@IMFNews
the
#Angolan
govt has had to agree to sell 195 businesses/stakes, incl. in oil company Sonangol & diamond firm Endiama, & plan to cut fuel subsidies & raise public transport fares. That's quite some policy change.
Incredibly honoured & excited, I've been appointed the Special Adviser for the Common Leveraging Union of Borrowers (CLUB) in the
@OEC_OCE
, to help bring real innovation to our multilateral system. What a way to end 2022 & look forward to 2023!
A message to multilaterals + investors: There is a clear connection between increasingly large urban populations in
#African
cities & high demand for rail, + time-saving, less polluting, more equitable vs individual vehicles, avoids road deaths… time to start doing more of this!
Over the last 10 years,
#China

Yes!! History made today. The
#African
continent gains more seats at the tables of power. Congratulations to
@_AfricanUnion
, our 55 member states,
@Macky_Sall
who pushed so hard for this &
@PR_AZALI
who has seen it through. It’s been a long time coming, but the case was obvious!
Honoured to welcome the African Union as a permanent member of the G20 Family. This will strengthen the G20 and also strengthen the voice of the Global South.
So proud of my team who worked overnight on a briefing to support this important
@_AfricanUnion
discussion on
#coronavirus
and
#Africa

#China
& 3 options for coordinated action
#COViD19
I find it both fascinating & frustrating to see texts asserting that
#China
is more aggressive than others re:
#debt
repayments, then jumping to propose that creditor coordination such as
#ParisClub
or
#G20
common framework is the answer to
#debtrelief
from China.

Opining on
#development
as a non-expert is tough. E.g.
@guardian
’s Larry Elliot writes “in an ideal world, there would be a new multilateral bank dedicated to climate finance & energy.” The thing is, there is -
@theGCF
. It’s just underfunded by donors.
It appears
@WorldBank
will be looking for a new leader as
@DavidMalpassWBG
is stepping down. A more responsive and future focused Bank will need a leader that can deliver not just on
#climatechange
but a broader transformation. My views in
@AfricanBizMag
The
#Russia
-
#Ukraine
war &
#COVID19
reveal that too often 3 basic mistakes are made when it comes to
#Africa
and its place in the world order. This is detrimental not only to Africans but to the world as a whole. My new words in
@AfricanBizMag
What an honour and way to end 2021! Thanks to the
@NewAfricanMag
team for the recognition, the amazing
@DevReimagined
team for your support, and our partners across the world who push us and inspire us to do more! Truly blown away.
Three priorities for
#China
-
#Africa
for 2021, from the Chinese perspective:
1⃣ vaccine cooperation
2⃣ economic recovery
3⃣ transformative development.
Big question is, what are the three priorities from an African perspective?

The
@IMFNews
has recently called for reform of the multilateral financial system, as a result of
#COVID19
. Agreed - here's what that should look like when it comes to
#Africa
. My new op-ed in the latest
@AfricanBizMag
.
Some economists argue that there has been an unproductive “infrastructure binge” on the
#African
continent, with the building of roads, ports, airports, hydropower plants & railways. In my latest column for
@AfricanBizMag
, I explain why it's not so simple.
If you want to find where these facts are from follow
@DevReimagined

#Africa

response, minus the problematic framing.
When
@OvigweEguegu
, Anna Baisch and I wrote this piece in
@ForeignPolicy
on why the
@UN
Security Council model of permanent members is outdated, we had in mind the kind of intervention that
@AmbMKimani
gave last night.
The
#RussiaAfrica
summit this week was yet another example of an
#Africa
-plus-one summit... Held since 1973, these are becoming a regular feature of African leaders' diaries. Check out
@DevReimagined

to situate
#Russia
in context...

#AfricanRoyalty
#China
’s foreign ministry’s spokesperson spoke on
#Zambia
’s
#debt
& its creditors’ roles. She noted at the end “we believe that loans for projects like the KGL have helped bolster Zambia’s debt sustainability”. It’s an interesting test for all loans - are they creating assets?
"We are seen as pawns rather than countries with equal capacity to determine our destiny". Spot on
@miaamormottley
. We all have
#agency
, it cannot be assumed away.
The Russian Foreign Minister
#Lavrov
is in Africa, not to see 🐆, but to bluntly claim that
#Ukraine

You might have missed an important new call by African leaders:
"We believe that public sector assets and liabilities should now form the basis of country-specific risk analysis beyond traditional debt sustainability analysis models."
A short 🧵

We want to shine a light on Africa's biggest manufacturing investments, which are often crowded out of the limelight by the hype around tech startups. This is where we think jobs, spillovers, linkages, etc. for economic transformation will come from. Let us know your thoughts!
Well... this is interesting to anyone that knows much about Japan's aid & procurement, which tend to be as tied to Japanese operators as much as that from China is tied to Chinese operators. But nevertheless - v welcome indeed if applied to all!
Excellent by
@kopalo
- "the last thing the region needs is a
@WorldBank
that is distracted by the priorities of high-income countries or spread thin by an expanded mandate."
I've been asked a lot this week my reflections - esp. from African perspectives - on the
@IMFNews
&
@WorldBank
spring meetings last week, which I and my colleagues joined. In sum - much frustration, a general failure of imagination + a few green shoots… a🧵, in 5⃣ parts... 1/
Beware the "China is (finally joining us in) realizing just how difficult lending to African/developing countries is" view.
It implies a "correct" perception that such countries are & will always be riskier than elsewhere.
My
#2
in this forward look.
As
#Russia
has continued its invasion of
#Ukraine

#COVID19
when it comes to the place and imagining of
#African
countries.

V happy to see
@TheEconomist
reporting on the potential for
#African
countries to get more from their global relationships - including citing
@DevReimagined
research - although it would be good if the author actually credited us for it!!
#COVID19
brings into sharp focus the need to reimagine how
#development
and multilateral policies and institutions work. The issues with
#vaccine
deployment in
#Africa
are just one more example.
Unequal access to COVID
#vaccines
in
#Africa
is an incredible challenge, but nothing new, says
@hmryder
of Development Reimagined. “We need to think about doing something completely different this time, like building up capacity to manufacture vaccines in African countries.”
So proud of
@marcusryder

@FaberBooks
Spot on
@hofrench
. Majority of African countries are rightly working hard to counter direct
#covid19
effects. The challenge is the
#indirect
effects - of global slowdown in a world where
#Africa
was already marginal... That fight should be our focus.
One of the
#FOCAC2021
outcomes was the decision to reallocate 25% of
#China

For anyone interested in understanding the reasons why
#African
and other countries will take on
#debt
from
#China
time and time again - *this*. It's not only because of
#China
's offer, it's also about the lack of offers from others...
Perhaps it's time for a "Europe Africa Project" - similar scale and focus of
@ChinaAfrProject
- with weekly podcasts, daily news aggregation, daily commentary, twitter spaces, translation, etc. Might be useful in understanding "Europe in Africa" with more clarity.
The process of
#debt
sustainability assessment led by
@IMFNews
and
@WorldBank
is deeply flawed. It leads African countries to be perceived as “lemons”. That's why any discussion of
#debtrelief
requires multilateral reform too. New words in

Useful analysis for anyone looking to understand what
#China
's
#beltandroad
initiative means to Chinese people... Through the eyes of the domestic media:
This part of this
@FT
article should have been the lede -
@KenOfori_Atta
,
#Ghana
’s finance minister, called for “a new issue of the
@IMFNews
’ special drawing rights that would be allocated for African countries.”
An important new policy proposal.
I keep seeing references to
#COVID19
will do x,y or z to
#Africa
... Well, with 55 countries with very different governments and populations, there is no one story. The only factor we see tying countries together so far is action... check out our new infographic to see why.
My new op-ed with
@gyude_moore
: Why an "issue
#SDRs
now and worry about distribution later" strategy is not enough for
#African
countries. And a proposal for how to make them actually work.
"Highest levels of goverment debt in 75 years". What an incredibly misleading headline
@imfnews
! World also has largest economies in 75 years. It's the relative ability to pay for debt that matters. When it comes to
#Africa
we are nowhere near highs in 1980s or 1990s.
An observation re: the
#NewGlobalFinancingPact
summit in
#Paris
- despite the smiles and hugs, the discussions so far seem to be highlighting more differences on serious ambition vs incremental change than consensus…

A useful study, though falls into the into the
