@CTVToronto There's already too many integrated systems to separate the three. Police, Water. Transhelp would be a fucked. I think best scenario is to leave things as is. If they won't. Then it's better to merge the three into a single massive city. Cramasauga ? Misslampton ? Calisston ?.
