A 2-3 foot tall chain link fence would have stopped most of this #PlasticPollution from blowing into this field making it extremely easy to collect. Could a Building Code/Ordinance be implemented?

Improperly discarded plastic bags and food wrappers blow from the parking lot directly into Offatts Bayou continuously because of our predominant south east winds. A litter fence is needed in these places.
