Pretty damning info out of @justcrossingall today: the @IbrProgram actually would do nothing to alleviate traffic for I5 commuters; actual bottlenecks are south of the project. We may get traffic free-flowing by auditing on-ramp meters and tolling. Remember to testify today!

Help me understand: @IbrProgram reports a doubling of congestion from 2005 to 2019 as reason to build more lanes. In 2005 congestion was defined as 35mph or slower. The IBR redefined congestion as 45 mph or slower. Did congestion actually double if you loosened the criteria???
