The reliability standard (and the more stricter interim reliability measure in place until 2025) represents an "acceptable amount of blackout risk" - breaches of this standard implies the risk of longer and/or deeper (i.e. more affected customers) blackouts.

The big changes from the last ESOO: - Forecast hot and dry summer (with or without El Niño) - Lower expected reliability from the thermal generation fleet - Revised lower correlations between VRE and peak demand - Additional delays being factored into new generation projects

Compared to the last update to the ESOO in February 2023, AEMO is predicting worsened reliability as early as this summer. In fact AEMO is predicting breaches of the interim reliability measure in SA and Vic this summer. Beyond this summer it makes for increasingly grim reading.
