To understand the effect of that refusal on safety, we need to look, not at what effect the reform had on those whose criminal histories did not indicate an elevated safety risk, but rather at the effect on those most likely to be held by judges if they had the authority.

When these reforms were proposed, the *main objection* centered on the refusal to lift the misguided prohibition on the judicial consideration of public safety risk in pretrial release decisions (NYS remains the only state in America that categorically prohibits this).

New York City has lost nearly 87,000 K-12 students over the last five years; prekindergarten enrollment is down 8% this year alone. Downsizing the school system would help the city invest money more effectively while providing appropriate education to the students who remain.
