If victims were most likely to offend, women would be the majority of rape perpetrators, but men dominate in that as well as all other forms of violent crime.
So, let’s get this straight. We know that rape is often something committed by someone who had it done to them, most often as children, because perps are 3x more likely to have been victims first. And we know that 30% of those convicted of rape were themselves raped.
