Luckily there is a third alternative:. A formal spec that is implementation-neutral and a process for certifying implementations against it as well as an assessment of potential failure modes and protocols for how to handle them.

I don't want to start no fork wars nor client ego contests nor anything of the sort. I am all in favor of a neutral-yet-rigorously-accurate formal definition. Then let all sorts of teams come up with their own implementations using whatever languages/tools/forums/moderation.

The idea that the rules governing a multitrillion dollar network should be "officially" defined by a reference implementation maintained by just a handful of people is patently absurd. It is merely a historical accident due to the fact that Satoshi originally implemented them in.
