This is WRONG. Threat from disinfo actors (🇨🇳,🇷🇺,🇮🇷, etc.) is MUCH greater than from Western state actors. Limits talked of here are correct, but the MUCH greater threat, which signatories are often used as tools by, is misinfo. #Westminsterdeclaration
