I’ve lived in DC/DC area nearly all my adult life. There are social services everywhere. They can’t compel people to stop using, go into shelters, etc. So what can be done - truly? This isn’t good for anyone, including the folks who are suffering like this.
Genuinely curious what the appropriate policy solution is, though? . One of the richest cities in the world - and the most powerful - has a massive crime, drug abuse, and homelessness problem. Often, these three intersect with severe mental illness. It can be scary!.
