It all comes down to basic civic sense and lack of corruption. People and Govt both work hand in hand to create such beautiful roads and cleaner environments.
My respect for Sri Lanka went up immensely. It is not a developed western country. In fact 100 Indian Rupees gets 330 SL Rupees. You have an advantage. But the civic sense, customer service, cleanliness, driving sense... Outstanding! Even remote roads are well maintained.
