The SC/ST Act was first passed on Sept 11, 1989 under Rajiv Gandhi’s govt not too harsh then. But it was Modi ji’s govt in 2015 & 2018 that turned it into a draconian law - no inquiry before arrest, no anticipatory bail, no approval needed. So yes, never forget to thank Modi ji
