Dizon will also implement a "lifetime" blacklisting to contractors which are found to have constructed "ghost" or substandard flood control projects. "Wala nang proseso, wala nang imbestigasyon. Blacklisted na sila for life," he said. Blacklisting usually lasts for a year.
