In a different question to OP's original one, I've not seen this hybrid Manhattan/through hole construction before. Low leakage would be the guess, but are those blue pads just PTH 'islands'? I thought they might be caps at first, but on reflection, that would be silly...
my first guess would have been damaged but there are other ones just like it, in other peoples devices as well

Why is the pick foam (nicely) defined for an square shape, when the movie prop looking chastity device is a y-front? Also just the symmetric foam is enough for me to get the gist of what's going on here...

I think I can usually tell from the context as to why the fan is whirrong though. If I'm not logged in, it's due to the lock screen web app. If I'm logged in, turns out task manager eats CPU if it's not focused. If the pc is "off", lol no that noise is windows update.
