The suggestion seems to be "create a new Apple Account", which would be fine, except for the fact we can't log the iPad out of the current account without the account being unlocked!

Who do I know who works at Apple? Great-Grandma's email was phished and her Apple Account is now locked. Her IT support changed the password. The support method for restoring it asked for her phone number and said come back in 24 hours, a week ago. It's now even more locked.
