Was able to resolve by installing php8.1-yaml instead of using symfony/yaml. It's not happening locally and I can't exactly xdebug on prod so unsure what was causing it.

I have the strangest issue with drush cim on my prod server. Drupal 9.5.11. For some reason drush cim or status is showing random changes or failing to parse yaml all together. It's different each time. Something is causing random single characters in the yaml to be deleted.
