One more thing. I get asked a lot why these scores are changing. I honestly don't know. Could be simple carelessness, could be something else. Truthfully. it's nearly impossible for ME to figure this out on my own. But I feel it's clear we've identified a problem . 14/14.

Parolee Ricky Lee Roybal Smith -- now accused of st@bbing/k-lling two on east Colfax in June . Parolee Michael Freyta -- now accused of slamming into car/injuring 16 year old during pursuit with Aurora Police . 11/

Parolee Dante Johnson -- accused of a f@tal hit and run of a cyclist in Boulder County . Parolee Ernest Cunningham -- accused of 2024 m@rder in Denver . 10/

Ok. Ok. so maybe you're saying. at least this isn't happening all the time. Right?. Not so fast. We continue to find these errors on DOZENS of assessements we've investigated. Parolee Brian Allen -- sh-t and k-lled by Denver Police in June. 9/

Problem is. at least some of that change was the result of ERROR . (LEFT 2/5/2024) . (RIGHT 5/6/2024) . Once again, there are errors in scores that SHOULD NOT change that helped LOWER the score . 8/

In 2023, Luarks was back on PAROLE. And still MODERATE risk to REOFFEND. At least at first. But then in May 2024, the scores CHANGED AGAIN . Sending him from MODERATE RISK to LOW RISK . 7/

We found SIX errrors in his scores. There could be more. Again, these scores SHOULD NOT change. Yet they did. Look at 1.5. "Number of prior felony convictions" . In 2016, it properly said 3 or more. In 2018. NONE???. 6/

Here's the point where you could say. But, Chris, inmates can mature. Change their ways. And, I'd say, "Yes. True. But. ". In his case, there was less of a change of HEART and more of a change in SCORE . Static scores (unchangeable) CHANGED. w/o explanation . 5/

But then something changed in 2018 . Suddenly -- his scores dropped DRAMATICALLY while he was still in prison . he went from 26 points to 14 . Enough to take him DOWN to MODERATE risk . 4/

CO uses risk assessments to help determine levels of risk. From LOW to VERY HIGH . The more points. the more risk . Every inmate and parolee is assessed periodically. In 2016 and 2017, Luarks was assessed three times. Each time. same conclusion . VERY HIGH RISK . 3/

Luarks DOC record is as follows. 2001 R0BBERY -- 5 year sentence.2006 ASSAULT -- 8 years.2013 ARMED R0BBERY -- 10 years .2019 DRUG POSS -- 5 years.2024 -- INTENT TO SELL . He's been on parole repeatedly and reoffended repeatedly. No wonder in 2016 the state concluded this. 2/
