this is a uicache issue - you can ssh into your phone and run uicache --app /var/binpack/Applications/loader.app a couple times to fix it.

13.3 is still beta thus we consider it unsupported, even though most reports say it works perfectly fine. If you want to try your luck, you can enter recovery mode and run checkra1n from there, which skips version checks.

0.9.3.5 could have possibly had issues loading jetsam properly. if it's happening now it's likely because things are as they should be rather than the other way around.
