Here's a chart I made in matplotlib showing the true size of GPT-4 when compared to GPT-3. What is impressive is that this was actually the first time that an MoE model had achieved the state-of-the-art. The power of scale!

I do not think that it's worrisome. Agents trained through reinforcement learning will do whatever they deem necessary to reach the optimal solution. It is the nature of unsupervised reinforcement learning, and this is why RLHF as a subsequent optimization solution exists.
