Major update to the Generational Wealth chart. Based on the updated SCF data, young people have a lot more wealth than we had previously thought. Millennials and Gen Z have dramatically more wealth than Gen X had at the same age, and it's growing fast!.

Oh, and Rep Timothy O'Brien who authored the bill?.He was elected in 2022 and received at least 18% of his campaign funding from realtor and construction trade organizations (some with seats now listed on the Commission).

Here are a list of organizations that opposed the house bill: . AIA Indiana, Indiana Structural Engineers Association, ACEC Indiana, the Indiana Fire Chiefs Association, the Indiana Fire Inspectors Association, and the Indiana Building Association.

You may have noticed the balance of the new commission: 3 from construction associations, a real estate broker, a contractor with experience in affordable housing, and a contractor with experience in remodeling. 1 license architect, 1 licensed engineer, and 1 fire offical.

In the first meeting of this new commission, May 2023, the 2010 Indiana Energy Code (2007 ASHRAE) was readopted. Meaning it cannot be reviewed for another 5 years, per the rules above, and could not go into effect for another 180 days after that.

Local AHJs may not pass more stringent codes than those adopted by the state. Preemption is not a new idea to the state, but man it sucks.

The commission cannot review more than 3 codes per year, and should start with the oldest codes first. A code cannot updated earlier than 5 years after it's effective date. Codes cannot go into effect sooner than 180 days after publishing.

The commission must be comprised of one of the following, plus 2 seats filled by the state health and labor commissioners. The previous requirement was that the commissioners should simply have experience in the industry (there was a recommended list, but no strict requirements)

The number of FPBS Commission members goes from 11 -> 12 and a 2/3 majority is required rather than a simple majority to adopt new codes. All members now serve "at the pleasure of the Governor", before they could only be removed "for inefficiency or neglect of duty".

In 2022 the electrical code update comittee began reviewing proposed amendments to adopt the 2020 NEC. To my knowledge this work is ongoing but may be paused? I cannot find a published proposed rule. But in 2023. .

In 2021 an exploratory committee of the Fire Prevention and Building Safety Commission recommended updating most currently adopted codes to the 2021 version of that code, including the IBC and energy code. Starting with the electrical code, with the rest to follow.

Have any Indiana folks seen good reporting on how the state just stacked the board that adopts building codes, readopted our 2007 energy code, and changed the rules so we can’t review it again for 5 years? . This happened in May and I’m just now finding out. .

It’s a similar story in the US Midwest, where Minneapolis has been building more housing than any other large city in the region for years, and has completely abolished all zones that limited construction to single-family housing. The result?. Rents have fallen in real terms 😃
