As @Animated_Antic said, this was directed by Bob Peterson (@bobpeterson_hey), who still works at Pixar to this day. Most folks don't know this was also a short made for UNICEF's Cartoons for Children's Rights, based on Article 13: "Children have the right to express themselves"
Here's a Nickelodeon Bumper titled "Look Away" from 1996. FUN FACT: It was animated by Pixar. One year after Toy Story, and 10 years before Disney bought them.
