FWIW House took option off the table. Senate needs House consent to adjourn for >3 days in order for POTUS to make valid recess appt (according to SCOTUS 2014). Both chambers agreed to come back every 4th day for pro forma sessions, blocking POTUS from recess appt for Fed gov.

This decision takes off the table the prospect for Trump to fill the Fed governor seat to be vacated this coming week by Adriana Kugler with a recess appointment, which would bypass Senate confirmation.

Trump is going to the Federal Reserve tomorrow, according to his schedule. Only three presidents have visited the Fed. FDR when its HQ building opened in 1938, Ford when a buddy of his became a governor, and George W. Bush for the swearing in of Ben Bernanke.

To be clear, *every* Treasury Secretary before Morgenthau wore 🧢🧢 — a seat on the Federal Reserve Board & Treasury Sec. Why no longer? Congress threw the TsySec off the Fed when it rewrote the law in 1935. Didn’t stop meddling in war and post/war interest rates tho!

I think these institutional consequences deserve far more attention than they've received-- esp wrt the reputation and relevance of the Senate's neutral expert parliamentarian. This issue matters regardless of one's views about reforming the filibuster!
