IIJA and IRA have set the stage for the ambitious new EPA regulations, encouraging companies to announce a $128 billion of new investment since the Infrastructure Law was passed in 2021, bringing the total announced investment in EV manufacturing to $176 billion.

To put the new regulations into perspective, Tesla’s Fremont factory produced 560,000 vehicles in 2023. It would take more than 19 of these factories to produce enough battery electric vehicles to meet the rule’s target in 2032.

EPA’s goal is to dramatically reduce the impact of cars and trucks on the environment. But the EPA has to make sure whatever they do is cost effective: meaning the benefits to society outweighs the costs, but the auto industry is concerned about the pace of the transition.

The implications for automakers, their supply chain, dealers, service shops, and of course, the consumer, will be profound. Nothing short of the future of the auto industry is at stake an industry that contributes more than $1T in sales to the economy and supports about 10M jobs.

Manufacturers can comply with the new standards in a number of ways, though electric vehicles will be critical to manufacturer compliance. The rule could lead to electric vehicles making up 32 percent of new vehicle sales in MY 2027, increasing to 69 percent by MY 2032.
