The amount of paperwork I had to prepare to go to a 2-day workshop in Spain. Also, I had to come down to San Francisco in person to hand in these documents. This is madness. If this does not go through (the last Schengen I was able to get was in 2020) I won’t ever try again.

🇹🇷For Turkey enthusiasts: . Although we use data between 1927 and 1935 in this paper, we have now digitized ALL THE PETITIONS written to the national assembly in the single-party period! . Stay tuned for future projects!

Why? . For the expansion of education to effectively increase state capacity, there must already be a certain baseline level of state capacity in place. Teachers are not unicorns who can magically solve every problem. A village teacher explains the problem perfectly:

We find that the establishment of a primary school does not increase state legitimacy, measured as the probability of submitting a petition to the central government. In fact, only 242 petitions out of 2,885 originated from villages during the four years under examination!

✍️We value petitions as a gauge of the new state's legitimacy, particularly those directed to the central government. 👨‍⚖️States aiming for a strong central authority will encourage citizens to direct grievances about local elites or even its bureaucrats to the government itself.

We test these competing arguments using an original dataset from the early Republican era in Turkey (1927–1935). We use data on village primary schools, petitions sent from villages to the national parliament, and other village-level economic, social, and political indicators.

On one hand, teachers enhance state legitimacy by bridging gaps with the government through non-threatening daily interactions, unlike feared tax or police officials. On the other, they alone are not a solution for the.myriad challenges that affect state-society relations.
