Migrant workers marched to the Legislative Yuan this afternoon calling for an end to the 12-year time limit to how long they can live in Taiwan. They dressed up as expired meat and bombs with 12-year fuses, arguing the time limit treats them as disposable.

The ceremony culminated in a dance around sugarcane leaves in water, representing Alid. The dance continues until the Siraya elders receive a sign that the god has decided it's finished. This year, it finished around 1am.

The Siraya were joined by politicians such as Tainan's deputy mayor Ye Ze-shan, who celebrated the legal victory and called for further reforms to give the Pingpu the same rights as other Indigenous groups. Tainan already treats the Siraya as Indigenous at the local level.

The leaves are also used at the Kuva, the temple for Alid. People brought i-hing leaves, betel nut, and rice wine as offerings for Alid, who is represented by three animal skulls and by sugarcane leaves in water.

She also shared a story about the leaves of the i-hing flower, which are connected to the god Alid. Months ago, she saw the i-hing leaves in her home wither, and heard her grandson had a car accident. The next day, when she learned he was safe, the leaves had turned green again.

When this elder was a kid, Siraya people suffered insults and discrimination. She's proud it's now a term she can claim with dignity. "Fifty years ago, the Han people used to call us [a slur that means 'savages']. Now, it's like we're asking them to call us that," she joked.

Many Siraya people at the festival said the bill falls short of their aspirations for justice. Some of the fiercest opponents of Pingpu inclusion were lawmakers from the 16 already recognized Indigenous groups, who worried it would dilute government funding for their communities.

But the Pingpu are unlikely to receive the same rights and benefits as the 16 already recognized Indigenous groups. Pingpu communities will now begin to register with the government. The government will take a further 3 years to decide what rights/benefits the Pingpu receive.

The Siraya and other "Pingpu" groups descend from the first peoples to face settler colonization 400 years ago. They were subjected to assimilation policies and eventually lost Indigenous status. The bill is a victory for their generations-long grassroots struggle for justice.

đź§µ: Taiwan recently passed a law recognizing several new groups as Indigenous, which could double its Indigenous population. I visited the village of Kabuasua, where one of the Pingpu groups, the Siraya, held a yearly night festival and celebrated their new status (with caveats).
