ultimately I think the more important thing here is that "chat" isn't a pronoun, it's just a noun. much of the anomalous behavior you cite stops being so odd once you remember that it's a name for a group of people, rather than a pronoun of ambiguous speaker inclusivity or person

the thing is, even though it's mostly in a jokey way, people are using "chat" in everyday life whilst not streaming and not chatting at all. this is why i argue that it might be becoming a pronoun
